Judge Riggans was elected to the Second Judicial Circuit in 2024, and began her first day in office on January 7, 2025. With over 18 years of legal experience and a background in education and public service, Judge Riggans brings a strong diverse background to the bench. A Kennesaw State University alumna and Florida Coastal School of Law graduate, Judge Riggans began her career as an Assistant State Attorney in Florida, and moved on to become Deputy County Attorney in Leon County government. Immediately prior to being elected, Judge Riggans served as Of Counsel at the Law Firm of Nabors, Giblin, & Nickerson, P.A.


Judge Riggans has extensive practice in civil and criminal law. She has handled a myriad of matters that are commonly heard in county court, which includes but is not limited to contract disputes, criminal misdemeanors, landlord-tenant disputes, animal seizure cases, and county ordinance violations. She is keenly aware of the impact judicial decisions have on the lives of every day citizens and the entire community.


Judge Riggans is a proud military veteran who is committed to community and legal service. She has been an adjunct professor, a volunteer with Teen Court, a volunteer at R. Frank Nims Middle School and a mentor to pre-law and law school students. Since relocating to Tallahassee in January 2011, she has committed her time to public service.


Judge Riggans is currently serving her second term as a member of the Florida Bar Professional Ethics Committee. She is a member of Alpha Kappa Alpha Sorority, Inc., and contributes to her community as an ordained pastor and life coach, to help others build resilience and overcome challenges. Her dedication has earned her multiple accolades, including the 2023 Rose Deeb Kitchen Award and recognition as one of the “25 Women You Need to Know” by the Tallahassee Democrat in 2019.
